Shadow Court is the story of how…

One legal doctrine—Chevron deference—silently rewrote the Constitution over forty years.

For decades, federal agencies have wielded unchecked power to interpret, enforce, and expand laws written by Congress. This wasn’t just bureaucracy. It was tyranny in slow motion. The courts let it happen, Congress looked the other way, and the people paid the price.

From the DOJ to HHS to the ATF, this book lays out how Chevron was used as legal cover for everything from regulatory overreach to outright rights violations. Then, it tracks the rebellion: how judges like Clarence Thomas and Neil Gorsuch challenged the doctrine, how Loper Bright finally killed it, and what comes next.

If you care about the Constitution, the separation of powers, or just want to understand how the administrative state became so powerful—and how to dismantle it—this is the book.

Written by attorney and watchdog channel host David Levin, Shadow Court is for lawyers, lawmakers, and regular Americans who know something’s wrong with how the government works—but want the receipts.

Chevron is dead. But the story isn’t over.
